Profile of the Association

Eight cities are incorporated in the Haifa Region Association of Towns – Sewerage: Haifa, Kiryat Ata, Kiryat Bialik, Kiryat Motzkin, Kiryat Yam, Shfaram, Nesher and Tirat Hacarmel. All of these cities discharge their sewage into the facility.

The wastewater facility also handles sewage from the following localities: Zebulon Regional Council, Rechesim Local Council, Iblin Local Council, Moshav Kfar Hasidim, Kibbutz Afek, Adi Community Village and Mitzpe Harduf – and from the following industrial plants: Israel Refineries, Carmel Olefins, Deshanim Fertilizers & Chemicals, Haifa Chemicals, Gadiv Petrochemical Industries and Gadot Biochemical Industries.

The association is managed by a Board of Directors comprised of representatives of all of the local municipal authorities partnering in the association. The Board of Directors is comprised of 14 members and holds regular meetings at the facility.

In addition to its permanent members, other participants holding key positions in the association are invited to meetings of the Board of Directors. At these meetings, the members receive periodic reports, discuss development plans and decide on issues such as investments, works, development, operating budgets, development budgets, financial statements, sewerage fees and approval of decisions taken by the association's committees.

There are two subcommittees that operate under the aegis of the Board of Directors – a Tenders Board and Auditing Committee.

In 2011, the association's operating budget totaled NIS 55 million and its development budget totaled NIS 13 million.

The treatment facility handled approximately 31,900,000 m³ of wastewater in 2011. The quantities of wastewater discharged by the [principal] member authorities of the association are shown in the following figure:
